Caroline Andrew (Contributor)
Caroline Andrew has been at the University of Ottawa for over 30 years. She was Dean of the Faculty of Social Sciences from 1997 to 2005 and is currently a full professor in the School of Policy Studies and Director of the Centre for Governance Studies. Dr. Andrew is a leading Canadian authority on urban studies, feminist studies and cultural diversity.
Guy Chiasson (Contributor)
Guy Chiasson is Professor of Political Science and Regional Development at the University of Quebec in Outaouais. His primary research interests lie in municipal policies and urban governance as well as natural resource policies. In 2017, he co-authored Minorités francophones et gouvernance urbaine with Greg Allain, and is the co-editor of L’économie politique des ressources naturelles au Québec. He is Assistant Director of the Centre de recherche sur le développement territorial.
David L. A. Gordon (Contributor)
David Gordon, FCIP is Professor in the School of Urban and Regional Planning of the Department of Geography and Planning at Queen’s University. He was SURP Director from 2008-2018. Prior to returning to Queen’s, he practised in the public and private sector for 15 years. David is a founding Director of the Council for Canadian Urbanism, a Fellow of the Canadian Institute of Planners and has shared their National Award of Distinction four times.
His books on planning history and urban redevelopment include Town and Crown: An Illustrated History of Canada’s Capital; Planning Twentieth Century Capital Cities; and Battery Park City: Politics and Planning on the New York Waterfront. David has taught community planning at other universities including McGill, Ryerson, Toronto, Latvia, Western Australia, Harvard, MIT and Pennsylvania, where he was a Fulbright Senior Scholar. He holds a DDes from the Harvard Graduate School of Design, and an MPl and BSc from Queen’s.
Anne Gilbert (Contributor)
Anne Gilbert is Professor Emeritus in the Geography Department at the University of Ottawa, where she carries out various studies on the languages, cultures, and territories of Canada. She was Research Chair at the Centre for Interdisciplinary Research on Citizenship and Minorities from 2000 to 2009 and managed the Centre for Research on French Canadian Culture from 2010 to 2015, and from 2016 to 2017. She was awarded the Ordre des francophones d’Amérique in September 2013. She is a member of The Royal Society of Canada.
Rupak Chattopadhyay (Editor)
Rupak Chattopadhyay is President of the Forum of Federations, a global network on federalism, that brings together elected officials, civil servants, and experts involved in federalism from around the world. He was previously a member of the Consultative Group on the Study of Intergovernmental Relations and Dispute Resolution Mechanisms, Inter-State Council, Government of India. In 2004–2005 he was Advisor to the Chairman of the Observer Research Foundation. He is on the editorial board or the Indian Journal of Public Administration and is a Senior Research Fellow at the Centre for Federal Studies at the University of Kent. Over the last two decades, he has contributed as an expert in support of political and constitutional reforms in Ethiopia, Mexico, Myanmar, Philippines, Nepal, Sri Lanka, Tunisia, and Yemen. He holds master’s degrees in economics and political science from the University of Ottawa and the University of Illinois (Urbana-Champaign) and did his doctoral work in political science at the University of Toronto. Chattopadhyay has authored, co-authored, and edited a number of books and papers on federalism including Unity in Diversity: Learning from Each Other(Viva Books 2008), Finance and Governance of Capital Cities in Federal Systems (McGill Queens UP 2009), and Governance and Finance of Metropolitan Area in Federal Countries (Oxford UP 2013). Recently he co-authored a comparative study on Apex Level Intergovernmental relations (World Bank 2019) for submission to the Fifteenth Finance Commission of India.
Gilles Paquet (Editor)
Gilles Paquet (1936–2019), O.C., MRSC, was Professor Emeritus at the Telfer School of Management and a Senior Research Fellow at the Centre on Governance of the University of Ottawa. He was a Fellow of the Royal Society of Canada and of the Royal Society of Arts of London, and served as President of the Royal Society of Canada (2003–2005). He studied at Laval, Queen's (Canada) and at the University of California (Los Angeles) where he was Postdoctoral Fellow in Economics. He taught at Carleton University for almost 20 years before joining the University of Ottawa in 1981. He received honorary doctorates from Queen's, Laval, and Thompson Rivers University, received the Public Service Citation Award of APEX, and was made Honorary Member of l'Association des économistes québécois. He was made Member of the Order of Canada in 1992.
